Hanpass Card Service Terms and Conditions
Article 1 (Purpose)
The purpose of these Card Service Terms and Conditions (hereinafter referred to as “these Terms and Conditions”) is to set forth the rights, obligations, and responsibilities between Hanpass Co., Ltd. (hereinafter referred to as the “Company”) and the Members, as well as other necessary matters, with respect to the use of the Hanpass Card Service and related services (hereinafter collectively referred to as the “Services”) provided by the Company.
Article 2 (Definitions)
(1) The term “Hanpass Card” (hereinafter referred to as the “Card”) means a payment instrument embedded with an IC chip and card operation program certified by the Company in accordance with the technical specifications defined by the Company.
(2) The term “Hanpass Pay” means a Member account granted when a Member subscribes to the Company’s mobile application.
(3) The term “Hanpass Pay Points” means prepaid electronic payment means that may be directly charged by a Member to the Member account granted by the Company, or acquired through the purchase of goods, events, or other methods, and may be used as a payment method. Any terms not otherwise defined herein shall be governed by the relevant laws and regulations and by the definitions set forth in the Company’s Terms and Conditions for Electronic Financial Transactions.
Article 3 (Issuance of the Card)
(1) A Member who has subscribed to the Company’s Hanpass Pay Service and is at least seventeen (17) years of age may apply for issuance of the Card.
(2) Upon receiving an application for issuance of the Card, the Company shall review the application in accordance with its internal standards and procedures for issuance, and shall issue the Card to the Member. Provided, however, that if the Member fails to meet the requirements for card issuance, the issuance may be denied or the use of the Card may be restricted.
(3) The Card shall be issued by the Company, and BC Card Co., Ltd. (hereinafter referred to as “BC Card”) shall act as an agent for the issuance and delivery of the Card.
(4) When a Member applies for the Card, it shall be issued with a built-in transportation card function.
Article 4 (Annual Fees and Other Charges)
(1) The Company may charge Members various fees, including card issuance fees, annual fees, reissuance fees, overseas usage fees, and other service fees (hereinafter collectively referred to as the “Fees”). The specific details and amounts of such Fees may vary depending on the type of Card and the Member.
(2) The Company shall notify Members of the specific details of the Fees via the Company’s mobile application and obtain prior consent regarding the billing information and amounts. In the event of any change to the Fees, the Company shall notify the Members at least one (1) month prior to the scheduled effective date of such change.
(3) If a Member refuses to pay the Fees described above, use of the Services may be restricted.
(4) If a Member who has paid the annual fee withdraws from the Service within one (1) year from the commencement date of the Service, the Company shall refund the prorated remaining amount to the Member in the form of Hanpass Pay Points.
Article 5 (Use of the Card)
(1) Depending on the type of Card used, a Member may make payments for goods or services at domestic merchants affiliated with BC Card (meaning corporations or individual business owners that have entered into separate merchant agreements with BC Card) and at overseas merchants (VISA, MASTER).
(2) A Member may make payments under Paragraph (1) within the balance of Hanpass Pay Points, which are prepaid electronic payment means provided by the Company. If the Member’s Hanpass Pay Point balance is insufficient, the payment may be declined; provided, however, that if an automatic recharge function has been set, the deficient amount may be automatically charged from the designated account and the payment may be processed accordingly.
(3) The payment limit of the Card may be determined by the Company within the limits prescribed under the Electronic Financial Transactions Act for the issuance of electronic payment instruments. The Company may set different payment limits for each Member depending on factors such as whether the Member is a minor and whether the Member meets the internal criteria for granting limits under the Company’s operating policy.
(4) When making a payment, the Member shall present the Card to the merchant and sign the sales slip with the same signature as appears on the Card. Provided, however, that in the case of electronic commerce or mail/telephone order transactions where the merchant can verify the Member’s identity by other means, or where the card company and the merchant bear the risk of loss resulting from omission of card presentation or signature, such procedures may be omitted.
(5) If a Member cancels a card payment made at a merchant, BC Card shall process the corresponding cancellation slip, and the Company shall refund the canceled amount to the Member’s payment account no later than the next business day.
Article 6 (Use of the Transportation Card)
(1) When a Member applies for a Card, the Card shall be issued with a built-in transportation card function, and the Member may recharge the transportation card via the mobile application provided by the Company.
(2) The maximum balance that may be loaded onto the transportation card shall be five hundred thousand Korean won (KRW 500,000). The maximum amount per single recharge may be separately determined by the Company within such limit based on the Company’s policy, and the details shall be notified to Users through the Company’s mobile application or website.
(3) No interest shall accrue on the balance charged to the transportation card.
(4) The Company may restrict recharging by a User in any of the following cases:
1. When the recharge amount exceeds the maximum balance limit; or
2. When other technical or institutional reasons make recharging impossible.
(5) The balance recorded on the transportation card shall be subject to the statute of limitations for commercial claims under the Commercial Act after five (5) years have elapsed from the date of the last recharge or use.
(6) If a User requests a refund of the balance remaining on the transportation card, such refund shall be processed in accordance with the “Service Terms and Conditions” of the affiliated partner. Refunds may be made through online or offline channels designated by the affiliated partner (such as railway stations, convenience stores, or ATMs), and a certain refund fee may be charged depending on the circumstances.
(7) Details of recharge transactions for the transportation card may be checked through the mobile application provided by the Company, while details of payments made for public transportation may be checked on the website of the affiliated partner.
(8) Even if a Member’s Card is terminated or its validity period has expired, the remaining balance on the transportation card may be used until it is fully exhausted.
(9) For transportation cards with an automatic recharge function, the Company may, in accordance with its policy, require an initial recharge amount of up to ten thousand Korean won (KRW 10,000). When the balance falls below five thousand Korean won (KRW 5,000), the deficient amount shall be automatically recharged.
(10) The initial recharge amount shall be refunded to the Member upon cancellation of the automatic recharge service or termination of the Card, after settling any unused recharge balance and related fees remaining on the Card.
(11) If the Company changes the initial recharge amount or the standard balance amount, it shall provide prior notice and obtain the Member’s consent.
In such cases, the Company shall notify Members at least one (1) month prior to the scheduled effective date of the change.
Article 7 (Management of the Card)
(1) Immediately upon receipt of the Card, the Member shall sign the signature panel on the Card in person, and shall not allow any third party (including a spouse or family members) to use the Card.
Article 8 (Validity Period, Renewal, and Reissuance of the Card)
(1) The validity period of the Card shall be indicated on the Card itself.
(2) The Company shall notify the Member sixty (60) days prior to the expiration of the Card’s validity period and inform the Member that objections may be raised within twenty (20) days from the date of such notice. If no objection is raised within that period, the Company may issue a renewed Card bearing a new validity period, or may refuse renewal if the renewal requirements are not met.
(3) A Member shall not use any Card that has expired or has been invalidated due to renewal, replacement, or reissuance, and shall immediately destroy such Card to prevent further use.
(4) Notwithstanding the foregoing, if the partnership agreement between the Company and BC Card is terminated, the Company shall notify Members, in accordance with Article 13, at least thirty (30) days in advance that the Card will no longer be usable under these Terms and Conditions.
Article 9 (Restriction and Termination of Card Use)
(1) The Company may restrict a Member’s use of the Card until the relevant cause is resolved in any of the following circumstances. Provided, however, that the Company shall notify the Member in advance, except in urgent cases where such notice may be given afterward.
1. Where a Member provides false information in the mandatory fields when applying for the Service;
2. Where the number of incorrect password entries by the Member exceeds the permitted limit;
3. Where the account linked to the Card is reported as an incident account, is subject to legal restriction, or otherwise falls under a payment restriction as determined by the Company or the linked financial institution;
4. Where there are reasonable grounds to suspect or determine that the transaction using the Card is fraudulent or abnormal;
5. Where the Member’s use of Hanpass Pay is restricted, or where a report of incident concerning Hanpass Pay, the Hanpass App, or the Card has been made;
6. Where the Member withdraws from the Service;
7. Where a hacking incident or similar event poses a risk of harm to the Member;
8. Where other technical or institutional reasons arise; or
9. Where the Member requests restriction or suspension of Card use.
(2) The Company shall notify the Member of the reason for restriction, restriction period, and other details in accordance with Article 13.
(3) A Member may request termination of the Card through the Hanpass App or other available means, and the Company shall terminate the Card immediately upon such request. Provided, however, that if the Card is involved in an investigation by law enforcement agencies or there remain unsettled transactions with merchants, the Company may withhold termination.
(4) Even if the Member’s Card is terminated upon the Member’s request, the Member’s eligibility for the Hanpass Pay Service shall remain valid.
Provided, however, that if the Member’s Hanpass Pay Service agreement is terminated, the Card shall be simultaneously terminated.
Article 10 (Loss or Theft of the Card)
(1) If a Member loses the Card or the Card is stolen, the Member shall immediately report the incident through the Hanpass App or via the Customer Service Center listed below.

(2) Upon receiving such report, the Company shall immediately suspend the use of the Card (including payments and withdrawals) under the Member’s name.
(3) In any of the following cases, the Company may bear all or part of the responsibility for damages, or may claim compensation for damages from the Member:
1. Where the unauthorized use is due to the Member’s willful misconduct;
2. Where the Member has failed to sign the Card;
3. Where the Member has disclosed the Card’s password due to intent or negligence;
4. Where the Member has transferred or pledged the Card to another person (including family members or housemates);
5. Where the Member has exposed or left the Card unattended due to negligence;
6. Where the Member has unreasonably and willfully delayed reporting loss or theft of the Card to the Company;
7. Where the Member has falsely reported such loss or theft; or
8. Where the balance charged to the transportation card is used by another person after the Member has reported the Card lost or stolen.
Article 11 (Objection to Card Transaction Amounts)
(1) If a Member has any objection to the amount of a card transaction, the Member may raise an objection within fourteen (14) days from the date of sale, in accordance with the procedures prescribed by the Company.
(2) Upon receiving a Member’s objection, the Company, together with BC Card, shall conduct a thorough investigation into the matter and notify the Member of the results within fifteen (15) days from the date of receipt of the objection in accordance with Article 13.
(3) If the Member objects to the Company’s handling results, the Member may file a request for dispute resolution related to the use of the Company’s electronic financial transaction services with the Financial Dispute Mediation Committee of the Financial Supervisory Service under the Act on the Establishment, etc. of the Financial Services Commission, or with the Consumer Dispute Mediation Committee of the Korea Consumer Agency under the Framework Act on Consumers.
(4) The Member or the Company shall bear responsibility in accordance with the result of the dispute resolution under the preceding paragraph. Provided, however, that this shall not apply if either the Member or the Company files a civil lawsuit with a competent court in objection to the result of such dispute resolution.
Article 12 (Notice and Changes to Transaction Conditions)
(1) The Company may provide Members with additional services for a specified period. The Company may change such additional services during the applicable period in any of the following cases:
1. Where changes are unavoidable due to the suspension of business, insolvency, or managerial crisis of the Company or its partner companies related to the additional services, or due to natural disasters, abrupt changes in the financial environment, or other equivalent circumstances;
2. Where the contract for additional services between the Company and the partner company is terminated or modified without any fault of the Company; or
3. Where the Company changes additional services to enhance Members’ rights or to alleviate their burdens.
(2) In the event of any of the foregoing circumstances, the Company shall promptly notify Members in accordance with Article 13.
Article 13 (Notice to Members)
(1) When giving notice to Members, the Company may do so by written document, e-mail, telephone, mobile text message (SMS), or push notification.
(2) If a notice concerns unspecified Members and does not affect their rights or obligations, the Company may substitute individual notice by posting the notice on the Hanpass App or on the announcement board of the Company’s website.
Article 14 (Provision, Use, and Notification of Credit Information)
(1) The Company and BC Card shall strictly manage Members’ credit information obtained in connection with this Agreement in accordance with applicable laws and regulations, and may exchange and use such information with credit information service agencies, credit information users, or partner companies only within the scope consented to by the Member.
(2) In the event of a dispute between a merchant and a Member where the merchant requests the Member’s information, the Company and BC Card may, with the Member’s consent, provide the merchant with information concerning the Member and the relevant transaction.
(3) If a court, investigative authority, or supervisory authority requests submission of Member or transaction information, the Company shall comply in accordance with the relevant laws and regulations.
Article 15 (Approval of Amendments to the Terms and Conditions)
Matters concerning amendments to these Terms and Conditions shall be governed by the provisions set forth in the Company’s Terms and Conditions for Electronic Financial Transactions.
Article 16 (Liability for Breach of the Terms and Conditions)
The Company and the Member shall be liable for damages arising from any breach of these Terms and Conditions.
Article 17 (Miscellaneous)
Any matters not specified in these Terms and Conditions and the interpretation thereof shall be governed by the Company’s Terms and Conditions for Electronic Financial Transactions, operating policies, relevant laws and regulations, and established commercial practices.
Addendum
These Terms and Conditions shall take effect as of November 14, 2025.
